Your Input Needed: Community Information Exchange

Background  

The Health Care Authority received funding through a budget proviso to continue planning for a Community Information Exchange (CIE).  The proviso outlined a broad group of stakeholders and directs the HCA to consult with the stakeholders (including WCAAP) to determine which platforms already exist within the Washington public and private health care system and determine the interoperability needs and fiscal impacts of a CIE solution. 

A Community Information Exchange (CIE) is a network for sharing social determinants of health information between a diverse group of health partners, including governments and tribes, healthcare providers, and community organizations. The goal is to enable services promoting health and well-being for individuals and communities through a solution that connects existing platforms and vendors and implements a tool in communities that lack CIE infrastructure.  

The CIE Planning Project will be completed before beginning work on a statewide CIE solution.  The CIE solution is aligned with HCA’s Medicaid Transformation Project renewal and will serve as infrastructure for Community Hubs. It will also provide a foundation to address growing needs for services supporting communities and individuals requiring food assistance, job assistance, housing, transportation, and other social supports. 

Our Next Steps 

The HCA has chosen to respond to the proviso with a report to the Legislature. The report will have a landscape review of CIE in Washington State and options and recommendations on next steps for CIE. We will use a structured process to gather input as an initial step of the CIE landscape review.
